Philippe Avril, Head of University Property Policy, talks about the strengths, management policy and development plan of the university's property.

Seven campuses and 49 buildings across France, i.e. almost 200,000m²: this is the property managed by the Delegated General Directorate for Property and Logistics (DGDIL) of Université Gustave Eiffel. This heritage is composed of two types of buildings: “classic" university buildings used for teaching on the one hand and, on the other hand, research buildings dedicated to experiments. “These diverse, heterogeneous buildings allow the pooling of skills and knowledge sharing,” says Philippe Avril. “The surface area is due to increase by a further 30,000 m² with the forthcoming acquisition of the ESIEE building," explains the Delegated Director General of Property and Logistics.

"Making our buildings as energy efficient as possible"

The DGDIL is in charge of ensuring compliance with regulations on health and safety at work and of building, renovating and bringing up to standard the University’s 15 buildings in Marne-la-Vallée, the equivalent of around 100,000m². The work includes renovating the stairwells in the Clément Ader building in Champs-sur-Marne, bringing the disabled sanitary facilities into compliance in Lavoisier and the Champs sur Marne IUT, carrying out maintenance on fire detection systems and preventive boiler maintenance. The DGDIL is also in responsible for security, access control and the upkeep of green spaces and it contributes to the smooth running of the University’s many research infrastructures, such as the 60m-long test slab, the Sense City climatic chamber on the Marne-la-Vallée campus and the road structure fatigue test machine in Bouguenais near Nantes.

The DGDIL is implementing an ambitious energy policy for sustainable development: “we are working to make our buildings as energy-efficient as possible”, explains Philippe Avril. This ambition is supported by three million euros in funding from France Relance, the recovery plan launched by the French government in 2020 that helps finance the thermal renovation of buildings. An energy audit was carried out on the Descartes campus in 2020 for the plan to connect to the GéoMarne heating network, a project which should take concrete form in late 2021 after completion of the technical and economic feasibility assessment of the geothermal substations.
